Welcome to the Knowledge Services MSP Information Page for Utah Managers. This program will be referred to as ‘UTMSP’. We look forward to serving you!
To ensure the ability of State agencies and political subdivisions to continue meeting their IT contingent labor and milestone/deliverable/fixed bid project needs, the State of Utah has contracted Knowledge Services to be the Managed Service Provider (MSP). Knowledge Services MSP will manage the State of Utah’s IT contingent labor and milestone/deliverable/fixed bid projects to ensure consistent and streamlined processes, on-boarding compliance, improved resource quality and business intelligence.
Program Process – Executive Agencies
Staff Augmentation
Please take the following steps to request staff augmentation contractors:
- To request services, please ensure your Business Case has been approved through Service Now.
- Once approved, electronically submit your Staff Augmentation Request(s) and Evaluation Committee Confidentiality Agreements by utilizing the links below:
- Staff Augmentation Posting Request Form
- Evaluation Committee Confidentiality – COI Agreement
*Please Note: Each member of the Evaluation Committee must sign and return the Confidentiality Agreement to DTS by either attaching the form to the Staff Augmentation Posting Request Form or by emailing the form to dtsmsp@utah.gov before position(s) will be posted.
- The submitted request form will be sent to DTS and the UTMSP Program Team who will work with you to fulfill the request.
- Once services have procured, please electronically submit the following documents to DTS who will create the PO and send to the UTMSP Program Team:
Milestone / Deliverable / Fixed Bid Project
Please take the following steps to request milestone / deliverable / fixed bid projects:
- To request services, please ensure your Business Case has been approved through Service Now.
- Once approved, electronically submit your Project Request and Evaluation Committee Confidentiality Agreements by utilizing the links below:
- Project Proposal Request Form
- Evaluation Committee Confidentiality – COI Agreement
*Please Note: Each member of the Evaluation Committee must sign and return the Confidentiality Agreement to DTS by either attaching the form to the Project Proposal Request Form or by emailing the form to dtsmsp@utah.gov before the project will be posted.
- The submitted request form will be sent to DTS and the UTMSP Program Team who will work with you to fulfill the request.
- UTMSP Program Team posts the opportunity in dotStaff, requesting vendor questions
- Vendors have three (3) business days to submit any questions for the agency to answer.
- UTMSP provides questions to State Manager
- State Manager returns answer questions to UTMSP Program Team, who posts the response in dotStaff for vendor review
- Vendors have three (3) business days to submit bids (manager can adjust number of days upon request)
- Agency review committee scores bids and agency manager can either make a selection or choose to have vendor conference.
- DTS and Manager complete internal process. DTS notifies UTMSP to award project to selected vendor
- Once services have been procured, please electronically submit the following documents to DTS who will create the PO and send to the UTMSP Program Team:
